In this set of config files it include server.cfg,live.cfg and 100.cfg by ABDUL WAJID LAKHANI available for free download . Very easy to use it simply paste it in cstrike folder of your cs server and after you have opened the server simply write in console "exec file-name" e.g exec live.cfg.
How to make your server sXe injected protected (For cs 1.6 servers)
First of all download sxe injected server 7.0.8.4 for windows from this "link". Afterwards paste all those files which you have extracted from this file in cstrike/addons folder of your cs server. Last you need to add this line in your metamod "plugin.ini" line "win32 addons\sXeInjectedServer7.0.8.4forWindows\sxei_mm.dll" .
